Development of the Electoral Officials Register (EOR)

To design, develop, and deploy a centralized digital register of all electoral officials engaged in electoral processes—covering both permanent staff and temporary personnel hired for election events (e.g., voting day, counting, logistics, supervision).

The system aimed to:

• Digitize the management of electoral officials’ profiles and roles

• Enable planning and deployment of personnel during elections

• Track training and certification status

• Ensure transparency, traceability, and compliance with legal norms

1. Electoral Officials Profiles

• Centralized database of individuals eligible to serve in electoral roles

• Includes personal data, ID numbers, political affiliation (if required), past service history

• Role-based tagging (e.g., Section President, Secretary, Observer, Trainer, Logistician)

2. Assignment to Voting Sections

• Role assignment by region/district/section

• Bulk import/export functionality for large-scale elections

• Integration with e-Day system to sync operational data (e.g., section status, hours)

3. Training & Certification

• Tracking of completed training sessions and certifications

• Scheduling of upcoming training with SMS/email notifications

• Upload of attendance lists and training results

4. Availability & Conflict Checks

• Officials declare availability windows

• Automated conflict detection (double-booking, prior violations, affiliations)

5. Monitoring & Reporting
